Connecting Viet Nam’s National Single Window to the ASEAN Single Window

 On  08 Sep 2015, at the headquarters of the General Department of Customs, Prime Minister Nguyen Tan Dung attended the official launch Ceremony of the implementation of the National Single Window (NSW) and technical connection Asean Single Window (ASW).
Prime Minister Nguyen Tan Dung pressed the button to officially accounce  implementation of NSW and ASW connections.
On the side of international guests, there was attendance of Mr. Le Luong Minh - Asean Secretary General, representative for the US cooperation agency and for countries connecting ASW to Vietnam.
On the side of representatives of Vietnam, accompanying with Prime Minister Nguyen Tan Dung, the attendees included Deputy Prime Minister Vu Van Ninh - Head of National Steering Committee of NSW and ASW; Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh. Besides, there are presences of Minister of Finance Dinh Tien Dung; Minister - Head of the Government Office Nguyen Van Be; Minister of Transport Dinh La Thang; Minister of Health Nguyen Thi Kim Tien; Minister of Science and Technology Nguyen Quan; Minister of Information and Communications Nguyen Bac Son; Commissioners of National Steering Committee on ASW and NSW, Leaders and Customs officers of General Department of Vietnam Customs- standing office of NSW and ASW Steering Committee.
Along with Indonesia, Malaysia and Thailand, Vietnam became one of the first four countries in Southeast Asia connected ASW.
Earlier, Vietnam has cooperated with the customs authorities of Indonesia, Malaysia and Thailand conducted successful technical connection test.
After the ceremony today, it is expected that Vietnam will continue to connect with Singapore in framework of ASW in Septermber 2015.
 Vietnam is one of the four first countries connected ASW.
Briefly assessing the implementation process of ASW and NSW, on behalf standing office, the General Director of Vietnam Customs Nguyen Ngoc Tuc said, the prerequisite brings success and sustainability in implementing NSW is Vietnam's political determination of the entire system of govenmental agencies under the strong support and drastical direction from the highest levels of government to the executive level. The second equal important factor is to have established a national steering Committee with the participation of government leaders and senior officials of the ministries. Therefore, the Committee has power enough to  set out the policy decisions, strategic orientation as well as promptly remove obstacles in the breakthrough point to ensure the political determination turn into concrete and actual actions.
Besides, it is worth mentioning advisory office which assists the Steering Committee has enough flexible resources mobilized from the ministries to work during entire process from preparation to practical implementation. Thereby, the the implementation happens in time as planed.
Contributing to the success, it is also included efforts of ministries; adequate financial resources and appropriate investment policty; effective communication plan with extensive propaganda activities, completely training and timely supporting  to the community.

Highly appreciate the achievements that Vietnam has earned, the ASEAN Secretary General said “as Viet Nam is celebrating the 20th anniversary of the country’s membership of ASEAN, today’s ceremony official announcing the implementation of Viet Nam National Single Window and its connection to the ASEAN Single Window signifies its enduring commitment to ASEAN’s economic integration and Community building process”. 
According to Mr. Le Luong Minh’s evaluation, the implementation of the ASEAN Single Window will not only promote the harmonization of standards and conformance procedures, including enhancing intra-ASEAN preferential rules of origin procedures, but can also facilitate coordination and partnership among customs administrations, the integration and transparency of customs procedures, the sharing of customs intelligence for improved and modernized risk management, and other concrete goals of the ASEAN Customs Vision 2015.  As a platform which is designed to expedite cargo clearance and the release of shipments/goods, reduce transaction time and costs, and improve law enforcement at the border, the ASEAN Single Window will not only enhance trade efficiency and competitiveness, but also facilitate ASEAN’s participation in global and regional supply chains, key to the realization of the ASEAN Economic Community. 

When all ten National Single Windows have integrated through the ASEAN Single Window, ASEAN is expected to be the easiest region in the world to trade with.
Speaking at the ceremony, Deputy Prime Minister Vu Van Ninh assessed that today's result reflected that the efforts of the state agencies met the government’ expectation  and the entire community, fulfilling commitments of Vietnam on a combination of reform, modern, efficient and effective public administration .

Deputy Prime Minister also asked the Steering Committee and the ministries to strive to officially connect ASW in December 2015 as planned. The Ministries consolidate, improve and expand the implementation NSW for all administrative procedures relating to the export, import and transit of goods; transport means on exit, entry or transit in the period from 2015 to the end of 2017, reaching the equivalent level of advanced countries in the region. In addition, Ministries should submit plan of comprehensive reform of administrative  procedures  and implementation measures in the 2016-2020 period.


Minister of Finance Dinh Tien Dung expressed sincere thanks for the attention and direction of the Government, the Prime Minister, the coordination of the ministries in the country and relevant agencies of the member countries of ASEAN in the process of development NSW and ASW of Vietnam. Ministers committed to continue to direct the standing office to fulfill its role to contribute to the improvement of investment environment, enhancing national competitiveness in the field of exchange of goods across the border.

Before pressing the button to officially annouce NSW and  ASW connection, Prime Minister Nguyen Tan Dung and the delegation visited the online command Center at headquarters of the General Department of Customs.
General Director of Customs Nguyen Ngoc Tuc, on behalf of NSW and ASW Steering Committee, evaluated the results achieved by Vietnam upto now and suggest direction in coming period.
